gitlab runner cofniguration

The current gitlab-runner can not build docker images

In the past, this was handled by a runner i had running on my laptop, but as i updated the OS recently, that runner is now gone

Since i would have to reconfigure the runner in a specific way anyway, it would probably be better to configure the runner in the hdf-cloud in the desired way
