Failure on HPC installation

There are some error messages when runnning setup_HPC.py on JUWELS

tensorflow 1.13.1 requires wheel>=0.26, which is not installed.
tensorflow-estimator 1.13.0 requires mock>=2.0.0, which is not installed.
tensorboard 1.13.1 requires protobuf>=3.6.0, which is not installed.
tensorboard 1.13.1 requires werkzeug>=0.11.15, which is not installed.
tensorboard 1.13.1 requires wheel>=0.26; python_version >= "3", which is not installed.
lesscpy 0.13.0 requires ply, which is not installed.
jupyterhub 1.0.0 requires alembic, which is not installed.
jupyterhub 1.0.0 requires SQLAlchemy>=1.1, which is not installed.
