This service extends the TOAR-II REST API to allow statistical analysis of aggregated data. It enhances data download capabilities to allow multi-time-series downloads and snapshots for map display.

Overall target: a bot that checks for signed CLAs and triggers users who haven't signed yet. Should work with a paper trail and without. See it at work and test it over at https://gitlab.jsc.fz-juelich.de/cla-bot-development/cla-bot-triage
