Integrate vtk9

Integrate the VTK 9 patches and generate a suitable docker container to test.

• upload container to registry
• add gitlab-ci entry to run it

Somehow, the gitlab runner here does not initialise spack and hence does not find the relevant commands. Locally using gitlab-runner exec docker build-openmpi-complete-gcc10-vtk9 everything is fine.. according to the CI output here the correct image is also used.
