Added ability to load communication patterns using SIONlib. Two patterns are currently supported: 1) rank-by-step, where values indicate the partner & 2) rank-by-rank, where values indicate the step. This was ported over from the randomizedTasksForCommunication branch. Also included a misc directory with an example of how to create a loadable communication pattern.
