Update to sion output for all2 all

Update to sion_output to account for the change that each rank only keeps 1 time for iteration, used to be 1 time for each for every step. This makes no sense anymore as only two all-to-all tests are executed per iteration, which are averaged into one value for saving.

Also increased linktest patchlevel.
