XHC: Switch to publicly available sources (+ update to v1.4)

Hi, this updates the recipe for XHC to use sources available publicly. Furthermore, because the public repository does not contain the previously utilized XHC v1.2, we modify the recipe to v1.4.

The check_style CI failure here doesn't look like something that I can fix (?)

@roemmer2 Is the CI failure unveiling an issue of check_style?

@katevenis1 without knowing too much about the check: is this possibly due to the fact that this merge cannot be applied in fast-forward mode? Can you rebase your repo on the current head of origin/2023?

I think the style check seems to have problems with source and target repository not being the same... sometimes. I will need some time to investigate.
