Handle INITIATE-TRANSFER that bypasses OFFER-ACK

A PC may handle the INITIATE-TRANSFER earlier than the
PoolOpAck(OFFER) (because of multithreading on PM, which may lead to
unordered sending of these messages). We now handle such tickets as
implicit ACKs.
