Release v0.10.0

Include all current developments into a new clean master version.

• documentation with sphinx, and changelog
• setup for Juelich HPC systems
• plots: seasonal decomposition of conditional quantile plot, map plot with coordinates
• custom compile options for model class
• tracking of data store parameters
• experiment folder rearrangement
• model can be set on experiment setup
• new default experiment settings (and location)
• new concept: workflows (default workflow and adaptions for custom run module possible)
• preparation for package distribution
• reporting of model and training parameters in .md/.tex tables
• all predefined run scripts are using workflows
